Learned about the maven enforcer plugin today, which told me through the
requirePluginVersionsrule that there's still some un-fixed maven plugins in ChannelFinder, that is, the default plugins that comes from the version of maven used during the build.This PR fix those plugins on a specific version, and adds the enforcer plugin to prevent adding un-fixed maven plugin in the future.
