로컬 개발 DB에서 yarn prisma:seed 재실행이 FK로 실패하던 문제를 고친 시드 스크립트 수정을 반영합니다. FE 로컬 개발 가이드(관리자·판매자)를 검증하다 발견했습니다.

- review_comment의 리뷰·계정 FK(RESTRICT)가 정리 대상에서 빠져 있었습니다.
- 지운 댓글을 가리키는 신고도 함께 지워, 대상 없는 PENDING 신고가 대시보드 대기 수에 남지 않게 했습니다.

- 주문 정리 대상을 "시드 사용자 주문 + 시드 매장 품목이 든 주문"으로 넓혔습니다. 주문은 상품 하나라 시드 밖 매장 데이터는 지워지지 않습니다.
- 이미 한 번 실패해 시드 사용자 없이 시드 매장만 남은 DB도 다시 돌리면 복구됩니다.
- 지운 주문·품목·리뷰를 가리키는 알림도 함께 지웁니다.

운영 반영 사항입니다.

바뀐 것은 prisma/seed/와 테스트뿐입니다. 시드는 NODE_ENV=production에서 차단되므로 운영 동작은 바뀌지 않습니다.
마이그레이션·SDL·시크릿 변경은 없습니다.
