Refs #38.

Make the benchmark page explicit about its source commit 6802d86 and host-specific raw data. Its 714-test, 4,500-line budget, and 4,088-line measurements are historical; the page now directs reviewers to current CI and the current API-guide budget instead of implying these old figures qualify the present branch.

The measured data and runtime code are unchanged. Verification: the historical page at 6802d86 contains the stated figures; the current API guide has the linked size-budget section; git diff --check passes.
