Build 26300 is Windows 11 26H2, which runs on the 24H2 (26100) servicing core. The DISM it found is 10.0.22621, the one built into a Windows 11 22H2/23H2 PC, and that's too old to service a 26100-based image.

Fix: install the Windows ADK for Windows 11 24H2 (26100). You only need the Deployment Tools feature. Then reopen the app. It uses the ADK's DISM automatically when that one is newer than the system one (ToolLocator.FindDism).

Updating the PC itself to 24H2 or later also works, since the built-in DISM is then new enough.
