Subject: [PATCH] ci: upgrade Kaniko to
 ghcr.io/osscontainertools/kaniko:v1.28.5 (Resolves #540)

The upstream gcr.io/kaniko-project image is no longer maintained; switch
to the osscontainertools fork. The -debug variant keeps the same layout
(/kaniko/executor, /busybox on PATH, DOCKER_CONFIG=/kaniko/.docker/).
