Subject: [PATCH] fix(ci): stop tracking Gemfile.lock

The regeneration bumps the gemspec version, and bundler in frozen mode then refuses the stale
committed lockfile on every bot pull request. A gem does not ship a lockfile (see the note in
.gitignore); setup-ruby generates one for its cache.
